many fields and disciplines.
Jeannie Beckett - Principal
Jeannie Beckett has 30 years of experience in port management, rail facilities, agricultural
transfer facilities and economic analysis. Ms. Beckett co-authored Washington State’s 2010-
2030 State Freight Rail Plan, is the current Marine Group Chair for the Transportation
Research Board and is an on-call expert to the Washington State Department of
Transportation (WSDOT). Prior to taking the lead position at The Beckett Group, Ms. Beckett
was Director of Operations for the Port of Tacoma. Ms. Becket has also held several other
senior roles including, Sr. Director, Inland Transportation, Sr. Director, Budget and Business
Planning and Director of budget and Internal Audits. Ms. Beckett earning a B.A.,
Economics,with Transportation Emphasis from the University of California, Berkeley and an
M.B.A., Finance Emphasis, from San Francisco State University.
M. John Vickerman, P.E, AIA
John has worked on major port projects throughout the United States and the world for more
than 32 years. Sixty-seven of the 90 U.S. deep-water general cargo ports have benefited from
John Vickerman’s strategic port master planning and development designs. His international
work includes work for the Ports of Rotterdam and Hong Kong, and the intermodal freight
analysis for Eurotunnel, the Chunnel between England and France.
Kari L. Qvigstad
Ms. Qvigstad is a career-marketing executive experienced in development of strategic plans,
conducting market analysis, and implementing innovative marketing strategies to launch new
products and services.
A professional communicator, she has extensive public speaking experience from small
groups to international conferences and televised presentations. Kari draws from over two
decades of service on executive leadership teams, industry and community boards, where she
guided the strategic alignment of organizational goals through planning and team building.
She is known for professionalism, proactive leadership, high standard of ethics, strength of
character, collaboration and cultivating strong relationships with diverse stakeholders in a
variety of settings.
J. Michael Zachary, PE PPM
Mr. Zachary has personally managed 62 strategic master plans for seaports around the world
and managed projects involving design, operational analysis, planning and construction
services for 214 individual port and rail intermodal terminals with an additional 105 private and
public entity projects involving supply chain transportation, logistics and distribution; including
risk management of the supply chain. Mr. Zachary specializes in operations/cost implications,
route and modal selections, security, environmental issues, logistical services and
Metropolitan Planning.
Elizabeth (Libby) Ogard
Ms. Ogard spent 17 years in the railroad industry working for Burlington Northern and Conrail
in the intermodal and carload marketing area. In 1993, Ms. Ogard joined Schneider National
and spent 7 years in the TruckRail and National Account area. As General Manager of Retail
Sales Division of Schneider National, Ms. Ogard managed private fleet operations, brokerage
and intermodal services for Target, Walgreens, Family Dollar and Home Depot. Ms. Ogard
teaches Global Business Management at Northeast Wisconsin Technical College.
